The car engine air filter is below the intake plenum. remove the plenum to the throttle body and underneath to the actual air filter housing. Pull back the three quick clips and there it is.

I don't think 1997-2000 have one. The newer Ford Expeditions have them. Tools needed are a Phillips screwdriver. Turn off the ignition switch. Locate the cabin air filter compartment access cover under the passenger side dashboard. Carefully remove the 5 (five) screws holding the filter compartment access cover. Use caution to avoid damage to the access cover or loss of the screws. Remove the filter compartment access cover. Slide the filter element out of the compartment by the tab in the center of the filter. Replace with a clean cabin filter and reinstall the compartment access cover.
It does not have a cabin filter from the factory.
