Try prying the plastic pieces from the bumper. They should jump right out. They are held in by tabs on the plastic housings.

The clear covers for the license plate light bulbs have small arrows pointing in one direction. Simply push the cover to the direction of the arrows and the covers will slide off allowing for the old light bulbs to be replaced.
The bulbs can be replaced by getting access inside the engine compartment. On the right side remove the intake air filter housing and snorkel. You should be able to access the low beams through the access hole. On the drivers side you'll have to remove the carrier plate, 6-7 screws. Again you can access the low beams through the access hole.
