You have to remove the entire tail light assembly.
1) Remove the interior trim panels behind the tail light you need to access.
2) You will then see some large plastic 'wing nuts'. Remove these - total of 4 I believe. There is one in ther very corner.
3) When all the wing nuts have been removed you can remove the tail light assembly by either pulling on the light form the outside or by pushing on the bolts sticking through the back.
Once you have the tail light assembly removed you then twist each bulb housing/seat to remove it from the tail light assembly. You can now remove the bulb.
Reverse the steps to reinstall.

Remove the carpet behind the tail lights and you will see the mounting sockets for the bulbs. I agree, it's a dumb arrangement.
No, the license plate light is wired in with the rear tail lights, not the brake lights.

You can remove the panel inside the back of the car. From there you can access your tail lights and your tag lights.
Check the tail light bulbs. These bulbs do double duty. Thet are both the tail light & the brake light. Tail light part might be burnt out.
Take off the rear licence plate, there's a hole under there that is used to replace bulbs, or you may need to go from below the bumper all the way up.

i have tail lights but do not have brake lights nor do i have turn signals. i have replaced brake switch and all bulbs
