After you have sticked the bomb from 8balls workshop unto the car, you have to leave the car and wait for someone to enter it, at which point it will explode.
This is how it works for the bombs for the first and second island, but as you progress to the third island, you will be able to manually explode your car by using a remote controlled device. This is selected like you select any other weapon and you press primary mouse button to explode the bomb, resulting in the car being destroyed and eventual collateral damage.
