First, this web cam should have application or software comes with it, if it's built-in, you will find this software in your computer driver CD, second, if your find this software installed in your pc, run it and find where you can enable this cam, usually those built-in cams by default are enabled. Also, Read the Friendly Manual (RTFM) for your laptop and look in the Table of Contents. Then, follow ALL the installation instructions and "How Top's" to the letter.

A person usually does not have to 'activate' a built in webcam. Usually, all they have to do, is have a webcam program that will open the webcam.

No need to activate it - just try typing «webcam» in the Start menu; it should give you the option to run the webcam application.
