They are little trackers that you pick up from websites so that they remember what settings you input on them and will function better when returning to the website. I don't think that cookies can harm and iPad, or any Apple product; it is Windows's platform that is vulnerable to some of the cookies' malicious qualities.
To enable cookies for Safari on your device, follow the instructions:
1. Go to the Home screen by pressing the Home button or by unlocking your phone
2. Select the Settings icon
3. Select Safari from the Settings menu
4. Select Accept Cookies from the Safari menu
5. Select From visited from the Accept Cookiesmenu
6. Press the Home button to return to the iPhone/ iPad home screen
7. Go back the browser and refresh the enrollment page

With many websites, cookies are used once you log into a site to allow you to be 'remembered', so you don't have to remember your password every time. Deleting these cookies will force you to log in. You can opt to remember passwords separately under AutoFill. Clearing the Cookies and Data does not erase the Auto Fill data.
