passenger side air bag is activated by a sensor in the passanger seat, if it says "passanger air bag off" (or anything indicating its not on) there has to be a person heavy enough to turn it on, if there is someone sitting in the passanger seat and still says "passanger air bag off" there is a malfuntion in the system or sensor...
****there has been a recall with issues of 2003-2005 Kia spectras with the passenger air bags, if that's the case its FREE to get it fixed at the dealer***
