If you are using Photoshop, you can simply do this by:

  • Open the JPEG image file.
  • Open the transparent image, and put that on top of the JPEG image.
  • Make sure you make another layer.
  • Right click the image you want to be transparent, and go to 'Blending Options'
  • The you should be able to set the level of transparency, with the scale, which is also called the 'Blending Options"
