Open both the images. Then choose the move tool, or just hit V, then move the image you want on top to the window with the image you want on the bottom and it will be on top of the other image.

I drag and drop second and more images into Photoshop. If you have the latest version you have to hover the new image over the top of the image window until you see the word Copy appear, then drop.
