Open both the images. Then choose the move tool, or just hit V, then move the image you want on top to the window with the image you want on the bottom and it will be on top of the other image.

Learning how to work with Photoshop layers is an essential part of using the program. The Layers Palette is always displayed unless deliberately turned off.
The Layers feature works like having a bunch of transparent sheets with different images on them, put together to form one image. You can work on each image layer individually in the main file you're dealing with, or more than one if the change is consistent across all layers (justification, etc.).
For new files, you should always create a background copy (the original layer of the new file shows as "Background") of the original layer you're working in, and work in the background copy, not the original layer. The Layers Palette can be opened by clicking on Windows, then Layers, if it's not already visible.

∙ 8y agoGo to File > Place (Place Embedded and Place Linked in newest versions). Navigate to the image on your drive and double click on it. After placing image you can scale it by dragging corner handles or simply confirm on Enter/Return.

∙ 8y agoI drag and drop second and more images into Photoshop. If you have the latest version you have to hover the new image over the top of the image window until you see the word Copy appear, then drop. If you want to add it to the existing image just drop it on top of that image and it will be added as a new layer sized to the current image. If you really have Photoshop Elements I don't know about the latest versions but just dropping into the image window used to work.
