The neutral safety switch is part of the transmission range sensor and is not adjustable. It is mounted on the valve body inside the transmission.
you do not have a neutral safety switch it is a valve in the gear box adjust the linkage put in first gear now to the engine bay look at the throttle now adjust the linkage see if gearstick is in the right place the engine must only start in park or neutral if not you must adjust the linkage.
it is on the left side of the transmission it will have wires plugged in to it left the left side of the van by running it up a ramp this will keep you from loosing a lot of transmission fluid a socket will remove it it just screws in the transmission

It sounds as though your safety neutral switch has to be adjusted. It has an adjustment kind of like screw that you can adjust. I suggest having someone that knows what they are looking for on it to do it. I had my safety neutral switch replaced and it did the same thing until I took it back and they re-adjusted it.
