Underneath the convetible SUV closer to the rear end but before the gas tank, there is a wire and multiple fastners. This wire looks like the one from the brake cable of your huffy. Get a friend to release the parking brake while you tighen it up to your liking.

Momentum is the product of mass and velocity which infers motion taking place. If the bike was moving then yes it would make it go downhill. The real culprit would be gravity if the bike was not already in motion. The hill is an incline and the bike is being pulled by gravity down that incline.

Generally speaking, you can not pull out of a parking lot into on coming traffic. The on coming traffic most always will have the right away, regardless of your blinker!
It is not good for the parking brake but try this first, set the brake, put the vehicle in drive and try to move it gently. If it holds your okay. If the vehicle moves easily, have it checked by a mechanic, it may need new e-brake linings or just an adjustment.
