The parking brake doesn't work at all. There is absolutely no drag.

Yes, the shoes have an adjustment on them.
I have heard that reversing at least 5mph and braking hard with the park brake pedal will reset or adjust the shoes. This would be a similar practice to ajusting brakes on older cars equipped with shoe type brakes (the type employed on the F-250 parking brake system). I have tried this with some success, but the pedal travel does not seem to change very much.

The parking brake pads are the same brake pads that stop your vehicle when you apply the brake petal. This is a mechanical system instead of a hydraulic one and so, yes, the parking break is needed in the event that the hydraulic system fails or in case you should have to change the tire. The last thing you want is to park on a hill and come out and find your vehicle at the bottom. Get it fixed at a reputable brake repair shop.
It is supposed to adjust automatically (from constant usage). If you don't ordinarily use the emergency brake the adjusters might be 'frozen' from dis-use. On an empty parking lot try putting the vehicle in reverse and while keeping a steady foot on the accelerator, back up SLOWLY but steadily and with your left foot pump the brake pedal a few times. If this doesn't work - try doing the same thing only this time pumping the emergencybrake pedal. If neither of these tricks work, you'll have to see your mechanic and get the mechanism freed up.
