There is a small hex nut down by the base of the e-brake handle. Get a nut driver and tighten it . Try not to over tighten it though. Also, check the cable and the self adjusters that are located at the back of the rear brakes. Those tend to corrode and lock up and no amount of cable tightening will help.

But really, if it doesnt work at all and it were your calipers, they would be screwed, otherwise it probably needs adjusted with theres an adjustment screw on the inner side of the parking brake lever.
