I did this the hard way and started taking stuff apart.
So in the middle console of your 2003 (or same generation) corolla you'll see that there is a rubber cover over your hand brake, this can slide off with a good amt of force once it's off push the brake all the way down in the released position for driving. You should then see a lock nut with a nut behind it. Back the lock nut off and then simply tighten the nut bellow it. No pull the brake up and assess it's new stoping position (parked) This should be half of what it was when it wasn't working. A short through is all you need but be careful not to tighten it too much...
If you can't get the rubber sleeve off the brake handle you'll have to empty the compartment behind the brake handle remove the two 10mm bolts. Then remove your shifter knob and remove the panel that is around your shifter. It should pop out with a little leverage from a flat head screwdriver. Be careful not to break the tabs.
Once this is off you should see 2 screws just in front of the shift going into the dash. Take those out and then the console should be good an loose. Pull it back towards the back of the car a few inches and you'll notice a couple of electrical plugs that must be unplugged in order to completely free the console.
Now that it's off you will clearly see the lock nut the cable and all. Now you can tighten things up like that, and put everything back together in reverse order.
Note: this is a great time to clean things up that are hard to reach when it's all together.
Remove the cover from around the brake handle by removing the two screw in the lower front and the two bolts inside the center console. Remove the top locking nut from the cable and then turn the other nut clockwise to adjust the brake.
