when sitting in drivers seat - look down to the right hand side of the dash below the steering wheel & you will see a circular adjuster which allows you to set the height of the lights - switch for your fog lights should be beside it as well
iT SHOULD BE ON AN AUTOMATIC TENSINOR DEVICE . NO ADJUSTMENT NEEDED.

I think there is a plastic shroud covering the top of those headlamps. If you unscrew the plastic piece above the lamps you should see the adjusment screws The headlamps will only adjust vertical. When you open the hood and look down at the headlamp you will see one small bolt at the bottom corner of the lamp. Turn this to adjust the headlamps vertically. There is NO plastic piece to remove.

The clutch pedal can be adjusted for height. There is no adjustment for the actual clutch on a 2000 Accent.
There is a small screw located on the corner of each headlight. When you open the hood of your car you will see them. Just take a screwdriver and adjust them to where you need them. I have found that parking on the side of the road in front of my house after dark is the best way to adjust them. You can see exactly how far out your beam goes and adjust it accordingly. It's a good flat surface. Hope this helps you.
