I have this problem too. I think you have to first pull off the clip with some circlip pliers Then you need a special 4mm wrench that can reach in there and turn the "Allen head" type end. This is just a guess as I have not yet been successful.
More Info.Success! Do Not remove the circlip but instead find a tool that will grab the 4mm Allen wrench type end and simply turn it. I was able to move it with very small vise grips but ideally you want a 4mm adjusting socket. It would be a special tool, like a ratchet with nothing but a 4mm hex opening on the lower end. Crank the top thread in to move the lights down. The left and right controls are more difficult to reach.
Have this done by a professional. You do not have the equipment to do this correctly.
