If I remember correctly, the adjustment is on the drivers side under the car but your rear brakes are probably worn down. There is a lock down nut that has to be loosened the turn the second nut a couple to a few turns and the tighten down the lock down nut.
Your parking brake is probably on.
The red exclamation point in a circle is the parking brake indicator.
Your Parking Brake is on so just put the lever to release the parking brake, it should be under the steering column and the pedals

If you mean the warning light that shows BRAKE and has the exclamation mark underneath it that means either your parking brake is on or the brake fluid level in the brake master cylinder in your engine compartment is low
From what I know (doing my own troubleshooting). It means you need to take it in to get your brake pads replaced.
cruise control switch
Depends on the make, & model vehicle. On most cars it means the Traction Control is turned off. On some it means the parking brake is on.
I had this problem on my '92 SE twice. First time the parking brake cable was sticking. The second time the brake fluid was low. There is a reservoir on the driver's side firewall. Fill to the max mark with DOT # 3 brake fluid.

Look to the far left drivers side pedal area and there is a small pedal which is the parking brake which releases when you put the shifter in drive or reverse.
