The shifter pawl on a Harley is adjusted using the factory tool for centering. You can do this task without the tool, but its a bit more difficult to do. Fist the correct way to discover if it is an adjustment that you need to make you place the trans in third gear, making sure trans is fully engaged in third. Next you press down on your shift lever you your hand (lightly, not hard enough to shift gears, just hard enough to feel the spring pressure) You are looking for it to move an even amount up and down with spring return pressure. If its not feeling even up and down with your had, you deffenently need an adjustment. The adjustment is easiest to do from the left side of the bike. Looking at the left side of the trans top cover. you will see a 17mm? nut located between the primary cover and the trans top cover, that is your shift pawl adjuster. You loosen the adjuster lock nut and turn the inner nut to adjust the pawl movement. Don't quote me on this but i believe that the service manuals says that it has to be centered to 0.010. The issue you will see is that its too big of a gap for a feeler gauge but if you use two together it works pretty good. Remember, the 0.010 is not your feeler gauge size its your accuracy on center. Your using the feeler gauges to help you center. Sorry, my spelling isn't very good and im not the best at explaining things, but i hope this helped you out.
