To loosen a tension pulley on a 1991 Chrysler New Yorker, turn the nut in the center of the pulley. This will allow the pulley to slide in the cut-out groove so that the belt will loosen.

In order for you to change your water pump, mine is a 1991 cavalier and I had to take everything apart. I first started with the altanator, then you have to take off or loosen the power steering pump in order to take off the tensionor pulley that is a big alluminum plate with the tension pulley bolted to the head in order to access the bolts to the water pump. Its a pain, you just have to have patients, (TIP) in order to loosen the powersteering pump the bolts are inside the pulley, it has holes in the middle of it and you have to rotate the pulley to get to the bolts.
The 1.6L engine has a single cam pulley, a water pump pulley used to tension the timing belt, and a crankshaft pulley. The pulleys are concealed by a plastic cover with a rubber seal.
The pulley that is not an actual device, but a lone pulley is the tensioner. It keeps tension on the belt so it will not slip. You did not mention an alternator, there should be one.

Use a socket and ratchet on the 1991 Astro vans serpentine belt tensioner pulley to pull it to the side, letting tension off of the belt. remove the belt and pun the new belt on. Release the tension to hold the new belt on.

I have a 1991 with a 1.6L and there is a tension pulley. it's the one without teeth loosen the 13mm bolt in the center of pulley then push the arm that's under the pulley until the the small hole lines up with the one underneath then stick a screwdriver in the hole then snug the 13mm bolt back up this should hold it out of the way so you can easy put belt on.
Look for the tension pulley. there is a square hole in the end. Stick a 1/2 inch drive ratchet with a short 1/2 inch extension end into it and turn it to releave the pressure off of the pulley.
