For about 99% of the engines out there for mowers, you do not change it. Actually can't. The beast runs by a magneto, it is not like a car or modern motorcycle. You can make it run better by making sure the spark plug is good, clean and gapped correctly.
There is no way to adjust the timing on a 17.5 Briggs engine. The magnet is on the side of the flywheel and there is only one way the flywheel can line up. All you can do is make wure that the coil is gapped correctly.
