How do you allow a program like World of Warcraft to access the internet?

Normally speaking, the settings for the program to access the internet are already made when the software is installed. In other words, normally you need to do nothing special besides making sure you have an internet connection.
If you have a firewall, it could be that this program blocks WoW. Normally there will be a pop-up window when you run WoW the first time, asking you whether you want to allow it to access the internet. Here you click yes.
If you didn't, or sometimes during a new patch, the firewall blocks it. To unblock it, open your firewall, and see if there is a tab for "programs". Find World of Warcraft here, as well as the Launcher. Make sure they are "allowed".
Different brands of firewalls have different UIs and configurations, so I can't be more specific - check your firewall manual or website for specific details.
