There is no online application. You will have to find a local HUD office to do this. There may be a long waiting list.
You can contact your local Social Services Office for the phone #. OR you can get onto your County website and navigate around. There should be a "Housing Authority" Be prepared to fill out your application and be placed on a long waiting list (depending on where you live).

If your income falls below 50% of the median income in the area in which you live then you may qualify for Section 8 housing assistance. To apply, visit the nearest HUD office to you.
The HUD housing program was made so that low income families could still have homes. It entails renting out housing units at low rental prices. The tenants pay 30% of their income towards rent, while the HUD pays the rest.

You can apply for low-income senior housing through your local housing authority or a nonprofit organization that offers such housing services. Contact the housing authority in your area to inquire about eligibility requirements and application procedures. Be prepared to provide proof of income, age, and other documentation as requested.
Visit your local housing program and see if there is a HUD, or Section 8, house on the list available for rent. If you find a house that is not on the HUD list, a willing owner can apply to make his house available on a Section 8 basis.

They're not: they are given housing assistance payments (HAPs) on behalf of a tenant on Section 8. This is done by the local Housing Authority serving the area of which the unit is located. HUD furnishes the money to the Housing Authority.
All housing assistance is done by the HUD Fedral program. However this is administered by local "housing authorities". To find yours merely google your area in California and then the term "housing authority". They will give you all the help and info you need regarding based-on-income appartments.
