these are the things u need to do:

1.you will need a fast car

2.becareful when cornering

3.try not to crash too much,or you'll lose speed

4.crash yuki's car from the side(if you can)

5.whenever you have turbo,use it

tip:before starting the "arrest yuki" mission,save all your turbo,right when the mission starts,use your turbo so you don't lose time.
