Depends on which gang is after you and the reason they are after you. Ideally you would want a safe-house to live in for as long as it takes for the heat to go down, but in this world it wouldn't be very cheap to do. So instead of a safe-house stay at a close friend or relatives house. Another idea would be to escape town for a while till heat goes down, because if they dont see you long enough they eventually get over whatever happened. Whereas if you owe them money you would need to work at the same time to get the money back to them.
