First take of the saddle! then get on with a step stool. Slightly squeeze your legs if you have trouble balancing. Keep your hands and reigns on your horses withers.

Your question was a little confusing, haha. But, in my opinion, it is safest to ride in a saddle, because you have the stirrups and you don't slide as much as you would bareback, and plus with a saddle it's much more comfortable.

Native Americans used to ride their horses bare back, in yonder times. Sort of rode on the seat of their "pants" and "felt" their horse to maintain control. It's still possible, but we're spoiled now. Yes, it is indeed possible to ride without a saddle all year round.
