To play as a Draenei in World of Warcraft you need to purchase and install the Burning Crusades expansion pack. Then create a new charactor and pick Draenei.

Technically, the Pandaren from World of Warcraft were around before that movie came out. They were a joke on the part of Blizzard in Warcraft 3. They were going to be in World of Warcraft in the Burning Crusade, as the Alliance race, but that decision was changed to use the Draenei to go more in line with the expansion's Outland theme.
Outland is the area that was released with World of Warcraft: The Burning Crusade. It is for people who are level 58 or higher. It is effectively a whole new planet to explore and used to be known as Draenor, the home of the Draenei. Outland is where the Black Temple, home of Illidan Stormrage, is situated.
For a Draenei, head to the Exodar, your races capital city. There you can talk to the riding trainer that is just outside the entrance to the Exodar. The NPC you are looking for is called Aalun. It should cost around 4g (less if you have a lot of reputation).
Dranaei live on Azuremyst Isle. It is north of Kalimdor. To get there from Stormwind, you have to take the boat from Stormwind to Auberdine, and then another boat from Auberdine to Azuremyst Isle.
Draenei have a spell they obtain automatically called Gift of the naruu and it heals X amount of health over time at level 80 it heals up to 3k I believe. They also have a passive spell that increase chance to hit by 1% to all party members and self within a range of 30 yards.
The Silver Hand is an ancient order of virtuous followers of the Light, who currently no longer exist. In their stead rose the Argent Dawn, which took hold primarily in the Eastern Plaguelands - and with the invasion into Northrend, they renamed themselves the Argent Crusade. Draenei arrived on Azeroth in the last days of the Argent Dawn, a few years before they became the Argent Crusade. Because of this, there are no Draenei among the Silver Hand.
The Draenei, introduced in the Burning Crusade expansion, crash landed on Azeroth and now inhabit Azuremyst Isle. They are on the Alliance side. Their racials are "Gift of the Naaru" which is a heal over time spell that scales with attack power or spell power, which ever is greater. They also have an automatic +1% hit rating for themselves and any group/raid that they are in.
In World of Warcraft, the Mage is open as a class option at the character creation screen. The Alliance races that can currently become Mages are Humans, Gnomes and Draenei. At the Horde side, Trolls, Blood Elves and Forsaken can become Mages.
There are currently 12 races in World of Warcraft. They are split between 2 factions with six races on each side. Alliance: Human, Night Elf, Dwarf, Gnome, Draenei, and Worgen. Horde : Orc, Troll, Tauren, Undead, Blood Elf, and Goblin. In the soon to be released expansion, Mists of Pandaria, they will add a 13th race known as the Pandaren. This will be available to both factions.
There is no such thing as World of Warcraft: The Frozen Throne. It is called Warcraft 3: The Frozen Throne. World of Warcraft is much different.
