There are a number of ways to become a ghost in the Sims 2.
Ghosts are not available to play as in Sims 2 unless you use the "Make Selectable" cheat, and I know some people do not use cheat codes.
After your Sims are dead, and if you place the urn (the vase that is in their dying place) outside to become a grave...then at night (cliched eh?) that particular Sim will come back as a pale, transparent version of the original. Mostly all these Sims do is go to their other family members and spook/follow/haunt them (if you have no family members when your Sims dies, then your game will automatically send you back into the neighborhood). You can continue for your remaining Sims to be haunted until THEY die, or simply go to Buy Mode and delete the grave.
Sims can die of fright, mainly by their aspiration being low (in the red) and also their needs being low, and a ghost frightning them. They will precede to vanish (die).
To become a ghost you can either,
1) Create an elder in the family creator and wait for it to age
2) Purposely torture (starve, keep house uncleaned until it attracts flies, the Sims is eaten by flies, drown, and many other ways) them.
or:
3) Cheat.
If you want the cheating way, continue reading.
Exit the household and return to the neighborhood. On the keyboard, type "Shift control C" and a little white box should pop up at the top of the screen. in the box, type, "boolprop testingcheatsenabled true". (This cheat will work until you leave the game entirely, or type back "boolprop testingcheatsenabled false")
Enter the household. You can now do a number of things with your Sims you couldn't do without the cheat. You can drag their Needs bars, their reletionship bars, and their Skills bars. You can also shift click on your sims for a number of different options (try not to click on anything that looks like a computer command). Now, shift click on the Sim you want a ghost. Choices will pop up, click "Spawn". Then click <Name> Death simulator, or something along those lines...You can choose form an array of ways to kill the Sim. Choose one, and watch the Sim die! =)
After it dies, follow the instructions on placing the urn (vase) outside. Wait until nighttime on the game. Have another Sim shift-click on the ghost sim when it pops out of the grave and choose, "Make Selectable". This may or may not work for different games/computers.
After your finsished, go back to the neighborhood and type the shift control C in again. type "boolprop testingcheatsenabled false" into the cheat window. You should do this everytime you access the cheat, or it may mess up your computer.

One of your family or friends have to die and then you may or may not see it , you just have to wait and see.
The Sim has to die and be buried on the lot you are playing, there is no guarantee that the Sim will haunt the place though.
Yes there is a Sims 2 for PC, they are working on the Sims 3.

Well, it depends. You can either use The Sims 2 PC DVD thingy or The Sims 2 Deluxe Addition. I use The Sims 2 PC DVD one and it worked! So, happy gaming!
