You generally would start by studying herbs and their attributes, Circle casting, stones and their attributes, and all other aspects of wicca and then if you are in a coven you will be put through a test. In families of wicca the child generally studies from the time they are old enough to the time of their 16th birthday. Others study for a year, and a year from when they begin they have their initiation. Some would say you are born a witch...or eventually answer the call.
A Pagan PerspectiveAs a practicing pagan/witch I can only tell you how it happened for me (and some of the members of my group). I started young, watching and learning from nature, my shaman, my family members, and eventually expanded my study to a personal library of over 500 books, and still growing (some very old, some hand written, and some very newly published). To spite all joking and misconceptions, becoming a witch needn't be any more difficult then becoming a soccer player. With study, focus and dedication you can learn to tap into your inner powers and the power of the universe. It has nothing to do with hurting animals, other people or yourself (these things are misconceptions about witches, pagan and etc.) We are not devil worshipers, animal sacrificers, or baby killers. We are no different then the average person, we just walk a different spiritual path.

There really is no answer to the oft heard question; "Are you a good witch or a bad witch." Fact is the magical energies we use are very much like other forms of power. To help answer this queston I will use electricity as a mundane corollary. The energy itself is neither good nor bad. It is in its use that polarity can be attributed. When electricity is used to cook food, heat homes and light the darkness it is perceived as good. When it is used to torture people, damage things or kill someone, then it is perceived as bad or evil. The energy itself is neither, it simply is. In the same way, magical energies are simply there. It is how we draw upon and use the energies that determine how they are perceived.
A witch is a member of a spiritual path that comes under the umbrella term of Paganism.
The best way to become a witch is find a group of practising witches that are willing to teach you.
Before undertaking this step, I suggest you do a bit of research on what witchcraft really is.

The Spiritual path of witchcraft is not exclusive of or to Wicca, nor is it exclusive of or to Paganism or Shamanism or Voudon or any number of other groups that have been called witches.
Many people in this world call and consider themselves to be "witches" and only they can define what that term means to them.
The practice of witchcraft like any other art, can be and is taught and learned throughout the world. If you are genuinely interested in the path, do your research, study the subject, find a mentor, and or join a similarly minded group.

Its not that simple really. If you have magical powers then its not that hard, but if you don't. you have to go through a lot. First you have to concentrate on the magical powers; next, if you have a friend that is magical ask them if they will turn you into one or at least help you become one. Now the fun part starts, you should start a search in your area for a pagan group that already exists, and make inquiries as to the possibility of joining. If they do accept you, be alert; look around; talk to people; get to know what the group is "in to"; ask about the ethics of the group's practice; if you are uncomfortable in any way, reconsider your choice of group and start looking for another.
Although it is possible to be a solitary practitioner of witchcraft, it is incredibly difficult, particularly as neither of you have much experience. There is too much potential for things to go very wrong if you don't have guidance, or at the very least the self discipline to learn slowly, and watch your personal ethics.
The first step is research. Read a number of books on the subject (fiction does not count) by several authors. Try anything by Scott Cunningham, Raymond Buckland, Starhawk, Ann Moura, or Patricia Telesco. Be sure of your chosen path, there are very many. Once you are a bit more knowledgeable, try contacting a local pagan group. Many hold open Moots or gatherings to interact with people outside of their group. If you like what you see, contact the group and apply for membership. Continue to check with your inner feelings, be sure you are comfortable with most of the group and all of the leaders. If your instincts say this is not the right group for you, leave and continue your search. It is not an easy path you have chosen, but when you find the right place, you will feel like you have come home. In the meanwhile, keep reading and learning and remember the Rule of Three.
