I don't believe you can become completely corrupt, theres no limit to how corrupt you are, just how it affects you. The best way to become corrupt is to buy property's and raise the rent or prices to +100%. and if you regret becoming corrupt, you can increase your purity very quickly by going round to all your property's and lowering the rent or prices to the minimum.
