I do have the mystery dungeon 2 and you have to beat the game (beat Dialga) to recruit any legendaries. Or, you can beat the game, beat Dialga to get Dialga, then the same for Palkia, but you never get to actually recruite them, I tried.

just go back to Temporal Tower And beat him and he will join you. His recruitment level is 100% just beat normal dialga. Primal dialga is impossible to get.
