You play darts against the players in the Pub at Loch Ness. To throw a dart, you will click on the dart, click and hold to aim at the dartboard, then release the mouse button to throw.
Click on a dart and then scroll your mouse over to the dartboard. The dart will shift around so try to get it in the center of the dartboard before clicking again. This places an aiming point (x) on the board. Without letting the button go, drag your mouse backward, which will show the dart pulling away from the board (actually moving downward). The farther you pull back, the higher the dart will go -- too little and it will fall below the X; too much and it will fly well above the X. With practice you can determine how far back (down) to drag before letting the dart go. You can also steer left and right, but this is not as accurate.
You make one of the dart players mad, but that alone does not advance the quest.
You don't. When you are in the submarine and find the Nessie "head", position the light on it and take a photo. Show it to the dart players at the pub.
The Pub is to the right at Loch Ness. You can get tickets for the rowboat and submarine rides by beating the dart players there. You will also find the matches you need for the lantern you get in the Himalayas.
All three of the Pub's dart players, the bartender, and the guy outside, are Scots. The guy in the kilt is not saying anything important, just making random comments.
You get the submarine ticket from the other two players in the pub, by winning at darts. Take the picture from the submarine back to the pub, where you find it is part of a movie prop. But the first dart player angrily returns and wants a rematch. Beat him to get the pennywhistle (from the bartender, not the sore loser).

This lowers the dart in relation to the dartboard, so as you pull back, the distance from the point of the dart to your aiming point (X) increases.When it is lower by about 1/2 of the width of the dartboard, release the mouse button and it should fly fairly close to the aiming point (X). Adjust this distance to aim and hit at the bullseye.The other players may have a bad game now and then, so you should be able to beat them with a little practice.

On your second visit to Loch Ness, you get the submarine ticket from the other dart players, but your underwater photo of the bottom of the Loch is only a movie prop. Go back to the pub to beat the first dart player again (a poor sport) and the bartender will give you the pennywhistle.

You don't. The difference is that the first one leaves while you are showing the rowboat photo to Mews. There are two players you have to beat. The first one, with the mustache, has the rowboat ticket. Once you get the photo on the rowboat, you return to Mews. When you go back to Loch Ness, you play the man who has the submarine ticket. Get the photo and bring it back to the pub. You will now play the first player again.
