You go through the dungeon until you reach a small room with a chest, where you'll fight a Wolfos. Defeat it (you can kill it in one hit with a jump slash) and open the chest to get the Iron Boots. After this, you'll learn the Serenade of Water from Sheik, which allows you to warp to Lake Hylia.

Walk out quickly, because you can't breathe unless you have a Zora suit.

You'll see that Jabu Jabu is missing. climb onto the ice formation and onto the icebergs in the water. jump on them until you get to some that lead to a cavern on the left. simply jump on the icebergs until you reach the cavern. that is the ice cavern.
