You can't. The Nova beam is one of the last upgrades in Metroid Prime:3 Corruption. You find it in the final part of the game, on the Pirate homeworld, right before the final Leviathan.
You cant see it from the Main galaxy map. However when you progress through the game (when you beat Elysia) the federation will tell you about the pirate homeworld And valhala. ( 2 Bright stars)
