You need the key for the Bridge, which is in a secret room in the Captain's Quarters atop the Hub. Using the Steam Battery, increase the input of 10 up to 16 by changing the connectors. Create a path that includes more of the +2 and excludes the -2 valves. When the dial reads +6, click the release at upper left.
