You should use a rock type, fighting type, of a ground type. If you start off with a mudkip, just use it.

If you chose Torchic as your starter -
Then no problems at all, you can evolve it into Combusken and teach it Double Kick, it should end in a while
If you chose Mudkip as your starter -
This would be the same answer as Torchic's. You'll need to evolve it to Marshtomp and teach it Mud Shot, giving 4x the damage to Magnemite and Magneton because it is super effective against electric type and steel type.
If you chose Treecko as your starter -
This would be difficult. You either train it until level 29 which is kind of tiring and teach it Leaf Blade, then it would have a 50% advantage and a 50% disadvantage. Catch a fighting type Pokemon and you should be okay.
I had trouble with this guy on Pokémon Emerald. His Magneton was hard

2. Voltorb- Lv. 20- Charge, Spark, Screech, Self-destruct- weak to Ground
3. Magneton- Lv. 23- Shock Wave, Thunder Wave, Supersonic, Sonic Boom- weak to Fire, Fighting & Ground

Go on to chapter 5, and try to get to Sabrina and beat her
Wattson is easy as long as you have a ground type Pokemon like Marshtomp and use ground type moves like mud shot or have a grass type Pokemon like Grovyle or Breloom.
First beat the Mauville Gym leader, Wattson.
Get a Raichu and get it to learn thunderbolt and also get two pidgeys and get them to learn whirlwind and two other pokemon of your choice
