Go to the Masks and Capes costume shop and get an official Superhero ID from the owner. You do not have to wear a costume.
The costumes have no effect on the game play, and you don't have to wear one. You DO need the Superhero ID from the Masks and Capes store, in order to visit the Prison as an "official superhero".
On Super Power Island, go to the Masks and Capes store to get your superhero ID. You can also costumize into a superhero outfit.
First you go to the shop called Masks & Capes. They have some costumes, but more importantly, the official Superhero ID Card. (Now you can become a SUPERHERO!) (see related question) After you defeat your 5th villain, go to the ringing phone in the telephone booth and you will get super flying power. Then you can chase Betty Jetty.

When you arrive on Super Power Island, the County Prison is across the water to the left of Main Street. Once you have a Superhero ID from the costume store, you can go there for information.
You don't actually enter, but you go there after you get your Superhero ID. You can only talk to the warden and his chief scientist after you are an "official superhero." Go to the Masks and Capes costume shop and get your ID card. You do not have to wear a costume. You must see the warden and scientist at the prison before you begin chasing the escaped villains.
