You can e-mail WikiAnswers @ Answers.com (no spaces) asking to be either a category supervisor or floating supervisor. To be a category supervisor you should be knowledgeable about the category. Becoming a floating supervisor is a good way to start off. You can also post a message on Brave3's message board. He can promote you too.

You have to complete between 50 - 249 missions in the Community Outreach program to become a Noble WikiGuide. Every 10 users you greet is worth 1 mission, so it would take 500 new contributor greetings to become a Noble WikiGuide. There are a lot of other types of missions you can earn mission credit for other than greeting users though.
A Bronze Contributor badge requires at least 500 contributions. If someone has less than that, they will not have a badge.
It is part of the new format. The new recommend contributor button is to the top right. You will have to switch it to answers/editors if it is on the supervisor tab and there you will be able to recommend contributors. If there is more than one contributor to an answer, you can use the arrows to see the other contributors and recommend them as well
