You have to complete between 50 - 249 missions in the Community Outreach program to become a Noble WikiGuide. Every 10 users you greet is worth 1 mission, so it would take 500 new contributor greetings to become a Noble WikiGuide. There are a lot of other types of missions you can earn mission credit for other than greeting users though.
You first have to become a WikiGuide. When you have completed 50 missions you become a Noble WikiGuide, and then when you have completed 250 missions you become a Royal WikiGuide.
