When you are able to go to the auctions, click on the magnifying glass on the end of the bar displaying the horse you would like to buy on the far right. Then it will take you to the horses sale page. in the right hand corner you ought to see a white box with a number in it, and a green button that says "bid". Type in the amount you would like to bid for that horse in the white box (must be higher than the current bid) and then click bid. Continue to check this page to make sure no one outbids you, and it helps to set a maximum amount of money you will pay for the horse, or you may bid too high and regret it later.
