This is my way:

Save the graphic as an image, open the newly saved image, draw a rounded rectangle (vector). Making sure you're on the layer with the rounded rectangle. Press ctr+a, use the select tool. Hold the rectangle and move it slightly.

At this point you can make the rectangle invisable.

Go onto the layer with the image on it, press ctr+i and then Delete.

Tah dah, rounded edges.

You can use the Blur tool from the Tools palette, adjust the brush size to increase and decrease the size of the blur, and adjust the amount of the blurriness with the Strength value, then click and drag the tool along the edges of the picture to apply it.

OR

If you want a more precise and uniform blur, you can use the "Rectangular Marquee" tool to select an area inside the image that you want to protect from the blur, then go to the "Select" menu and click on "Invert," then go to the "Filters" menu and select "Gaussian Blur" from the "Blur" section and adjust the value at the bottom with "preview" selected to view what it will look like when you click OK. If you want the blur to blend better with your image, you can select "Feather" from the "Select" menu before applying the blur, and give it a value of how many pixels you want to blend the blur inward from your selection.

Unblurring an image on Photoshop can be quite a tedious task.

If you're looking to unblur the entire image as a whole you can use a Sharpen Filter by going to the Filter>Sharpen menu on the top bar of Photoshop.

Each chosen option in the Sharpen menu gives a different effect.

'Sharpen' will sharpen your image only somewhat and will add contrast to the image causing pixellation if overused.

'Sharpen Edges' will do as it portrays and sharpen all but the centre of your image.

'Sharpen More' is much alike the 'Sharpen' option, but as it says, it sharpens the picture more than the simple 'Sharpen' option would.

'Smart Sharpen' gives you more flexibility in terms of sharpening than the above options, allowing you to decide which sections of the image you would like to sharpen and by how much, this includes the shadows and highlights of the image.

'Unsharp mask' doesn't have as much flexibility as the 'Smart Sharpen' but allows you to decide the extent of the sharpening and the extent of the added contrast.

Alternatively, to sharpen smaller sections you can back click on the blur icon on the tools menu to the left hand side and scroll down to the triangular shape which is titled the Sharpen tool.

First create selection using Elliptical or Rectangular Marquee tool then soften edges from Select > Modify > Feather, or Select > Refine Edge, at the end go to Filter > Blur and choose blur option from sub-menu, usually Gaussian Blur.
