To boot Windows 7 from a memory stick, insert the memory stick into a USB drive on the powered off the computer. Turn the computer on and it should boot from the memory stick.

USB boot allows you to boot your system from virtually any USB device. You basically can but from floppy, CD/DVD, and stick as far as they have USB interface.
If you mean - to use a USB drive to boot up your computer instead of installing the software on the computer's hard-drive - theoretically, yes. HOWEVER - if your USB stick went faulty or you lost it - you wouldn't be able to use your computer !

Not much. Depending on your BIOS, you can look at computer information, run hardware diagnostics and modify BIOS settings. You can boot from connected devices (Floppy, CD/DVD, USB etc.) to install windows or linux, or run pen-drive linux or utilities like memtest86+.
Boot it from a usb flash drive
Most likely the computer is trying to find a boot device on the USB port. Check the BIOS settings to make sure the computer isn't looking at the USB for boot data.

Get a boot disk/usb for either the system you wish to install on it, and there should be an option to do this, alternatively you can use a linux system to do this. In order for any of these to work you must first have the boot order in your BIOS set to prioritise usb and or disk drive, otherwise it wont check there before booting your system.
