Put a girl and boy pikachu into the daycare place near Mauville City. If they get along well enough, the man outside will give you an egg. The longer you keep the two pikachus in daycare together, the man will keep giving you eggs.

Baby Pokemon can't breed. You need either two Pikachus, a Pikachu and a Raichu, or Two Raichus.
I don't even think you can breed those two pokemon. But if you try it, and something happens, let me know. :p
If u try to find it on ruby it will not wrk you need either 4th gen or even an emerald using two pikachus holding a light ball only one and breeding them in day care

Catch a Pikachu- Safari Zone (The area on the left that you 1st come to). You may evolve it if you want to with a Thunder Stone found in New Mauville (unlocks when you do Watson's mission) or Catch a Ditto- after the Elite 4, Go to Fallarbor Town's Fossil Maniac his cave will be complete called "Desert Underpass" After catching them go left of Mauville and put em in the daycare so they can have sex and have a baby Pichu Ditto does not has a gender (sorry)
