pull #1 or front spark plug.
take cap off distributor.
on my 90 #1 is at about 4-5 o-clock
have some one put a finger over spark plug hole and tap the key till the compression blows from the cylinder.
you will probable pass it so turn your motor to line up on tdc.
the piston is on top on #1 and #4 just check the rotor to make sure your on #1

No Ford Crown Victoria or Police intercaptor has dual overhead cams. The dual overhead cam engines were only used in Mustangs and Lincoln MK8's.

It don't matter. Long as the pistons aren't top dead center. An open valve could interfere a top dead centered piston and cause serious damage while installing the heads. If the engine has overhead cams then yes if standard cam engine then no
In a car: the cams control the opening and closing of the valves. The fact that it's "overhead" just means that the camshaft is above the cylinders instead of alongside them. In high speed engines this is considered an advantage - because of simpler linkage between the cams and the valves.
The Z24 has a 2.4 L engine that is a Dual Overhead Cam engine. The other models have the 2.2 L engine that is Single Overhead Cam engine.
