Go to your work bench, Now go into "other" And select the Axe, It will tell you what you need, and how much. Once you have your supplies, Go back to the work bench, Go into "other" (again) and select the axe, You can now build your tool. But if you sim is low on something (like sleep or is hungry) The will not let you build the tool!
