To build a break caliper, it has to be dismantled, cleaned internally then new seals put inside. In most cases it is easier and not much more expensive to buy one either new or professionally rebuilt.

just replace the whole caliper.
I use a c-clamp and one of the old break shoes. Put the old shoe against the caliper and use the c-clamp to push it back in.
This is actually very easy, but you'd need to buy a c-clamp from the parts store to be able to suppress the caliper to fit the break pads in. Once caliper is suppressed - put the break pads in, fit the caliper with break pads into the rotor and put the wheel back - you're done.

To replace a faulty brake caliper with a new caliper or a rebuilt caliper and assuming that is all it needs, a garage would probably charge you one hour of labor plus the cost of the caliper and brake fluid. Call your local auto parts store to get a quote on the brake caliper.
You remove the caliper only to replace pads, and then caliper mounting bracket to replace rotor.

If the caliper is sticking or you can't get the piston pushed back in it's best to just buy a new caliper.
usually means it has gottten super hot at one point. Usually the case with stuck caliper. The dragging brake will cause the heat build up.
