For the car to start moving, it has to have a force applied to it. Once it is moving, and assuming frictional forces can be ignored, it will continue to move in a straight line.

So, you need something to get it started, and you are not allowed to use gravity, electricity, a motor running on combustible liquids or having someone pushing/pulling it? Mmm.

Is wind power allowed? Put a sail on top of your car and let the unbalanced pressure of the air on each side of the sail provide a net force.

Solar power usess electricity so I guess that's not allowed?

Getting a little extreme, but what about solar pressure? This is the momentum converyed to an object from photons of light. It is the same principle that explains why the tails of comets always point away from the sun. The momentum is so small, it wouldn't get your car moving very fast however!!!
