To build a better Zombie Deck you need to decide on what kind of Deck you want:
1. Swarming Zombies (Il Blud, Zombie Master, Pyramid Turtle, etc.)
2. Zombie Burn Deck (Skull Head, Zombie Mammoth, Skull Flame, etc.)
3. Zombie World (Red Eyes Zombie Dragon, etc.)
4. Zombie Synchro Deck (Doomkaiser Dragon, Revived King Ha Des, etc.)
5. Diva Zombie Deck (Deep Sea Diva)
6. Zombie D.D/Beatdown Deck (Necroface, Shutendoji, etc.)
7. ZombieSworn/Chaos Zombie Deck (Chaos Sorcerer, Lightsworns, etc.)
8. Zombie DAD (Dark Armed Dragon, Sangan, etc.)
They all help Zombies be more powerful. Just remember zombies are to be brought out really fast. Make sure you make a deck that you feel comfortable with and know the strategies that come with it. From my experience of dueling, I suggest ZombieSworn or Zombie DAD. Also, if these decks are well put together, they can be Regionals Material.
