I do not know how. I guess it's just chance. I have the same problem all the time. If they don't get built , I just start over on the game. Here's a cheat I use all of the time. maxlat 999999 bars of latinum do not use if you have more than 999999 bars of lat. maxdur 999999 tonnes of duranium same warning applies. you will be brought down to 999999 if you have more than a million of duranium or latinum.
