Passlock is an theft deterrent system introduced by GM in 1996, designed to prevent vehicle operation if the proper ignition key is not used to start the vehicle (passlock wasnt used in s-series until the '98 model). The Passlock Anti-Theft system involves resistor codes which are generated by resistors located in the ignition key cylinder switch.

You can not bypass the theft deterrent on your Cadillac. This is a pass lock system in which the key is coded directly to the cylinder. If the theft deterrent has be intiated on your vehicle the best bet is to if you have the key is to disconnect the battery for atleast 10 minutes so the BCM resets and then reconnect the battery and use your key. The vehicle should start. If the ignition has been busted either replace the ignition or get a steering column with a key from a junkyard.
