You should have 2 hoses running into your fire wall that goes to your heater core. They will be close together. They will also be coming from you cooling system somewhere. You can cut those hoses and get tube and a couple of clamps to join those hoses together. I wouldn't do that unless you live somewhere warm though... You will need to replace your heater core in order to have heat during the winter... I would go to your local library and check out a Chiltons or Haynes manual on that vehicle and look through there to see about the heater core.
The heater core in a 1987 Chevy Celebrity is in the heater plenum to the right of the hump and below the glove compartment.
The most likely reason that the heater control won't change the air flow is that the cable that moves the diverter valve has broken and will need to be replaced.
The heater blower motor is under the hood bolted to the heater plenum on the passenger side of the car.
Just unhook the hoses from the heater core and put a tube are something in the middle of them and clamp them together.
If the cable is broken you should replace it.
There is a fuse for the blower motor on the fuse panel, I do not know of a relay.
Just un hook the hose's from heater core and put a piece of pipe in them or something and hook them together.
On a 1989 Chevy Celebrity the heater hose leaves the water pump via a hose barb then runs along the top of the passenger side frame rail and then into the heater core. The heater core is in the firewall below the blower fan on the passenger side of the car. The return hose leaves the heater core and runs along the firewall then to the water outlet below the thermostat.
If you are asking about the heater blower motor it is mounted to the heater ducting in the engine compartment on the passenger side.
The heater core has failed and is leaking engine coolant.
The fuse is in the fuse block which is on the bottom of the dash to the right of the steering column.
